The Recreation Advisory Committee is an advisory committee that is made up of representatives appointed from a broad representation of the community by the Town Council. An ex-officio member of a board or committee is one who is a member of the board or committee by virtue of holding some particular office in the Town. Regular and alternate members shall be appointed for three (3) year terms. Vacancies occurring for reasons other than the expiration of terms shall be filled for the unexpired term only by the legislative body responsible for original appointment.

The committee serves as the advisory body for the Department of Recreation and the Town. The Committee suggests policies to the Department, the Town manager, and the Town Council, within its powers and responsibilities specified in the Town Ordinances. The Committee serves as a liaison between the Recreation Department, the Town Manager, Town Council, and members of the community. The Committee consults with and advises the Recreation Department, Town Manager, and Town Council in matters affecting recreation policies, programs, personnel, finances, and the acquisition and disposal of lands and properties related to the total community recreation program, and its long-range, projected program for recreation.

Regular meetings shall be held by the Committee monthly. Special meetings may be called by the Chairperson or upon written request from a majority of the body. A majority of the members shall constitute a quorum to allow the meeting to be held.

DUTIES

The Recreation Committee assumes duties for recreation purposes and makes the following recommendations:

• For the establishment of a system of supervised recreation for the unit.
• To set apart for use as parks, playgrounds, recreation centers, water areas, or other recreation areas and structures, any lands or buildings owned by or leased to the unit, and for approval by the Town Council and may suggest improvements of such lands and for the construction and for the equipping and staffing of such buildings and structures as may be necessary to the recreation program within those funds allocated to the Recreation Department.
• Advise in the acquisition of lands and structures through gift, purchase, lease, or loan, or by condemnation through eminent domain, and as approved by the Town Council.
• Advise in the acceptance by the Town of any grant, gift, bequest, or donation of any personal or real property offered or made available for recreation purposes and which is judged to be of present or possible future use for recreation. Any gift, bequest of money or other property, grant, or devise of real or personal property so acquired shall be held, by the Town used, and finally disposed of in accordance with the terms under which such grant, gift, or devise is made and accepted.
• Advise in the construction, equipping, operation, and maintenance of parks, playgrounds, of money or other property, grant, or devise of real or personal property so acquired shall be held, by the recreation centers, and all buildings and structures necessary or useful to Recreation Department function, and advise in regard to other recreation facilities which are owned or controlled by the Town or leased or loaned by the Town.
• Act, or formulate an Ethics Subcommittee, as necessary and beneficial to uphold the integrity of the Recreation Department including development of appropriate policies to support a pleasurable experience for participants and spectators, and to review and make decisions on appeals of decisions made by the Recreation Department with regards to upholding or enforcement of such policies.
